Del Paso Manor Mission and Goals

To maintain communication within the neighborhood on issues of concern such as: planning updates, rezoning proposals, community problems, variance requests, disposal of public property, traffic flow, safety, and other government actions which would affect the local residents. 

To provide a forum for discussion of such issues and formulating plans of action to preserve the integrity of the neighborhood. 

To provide an opportunity for political representatives and candidates for office to meet with area residents and to keep those representatives or candidates informed on residents' views on public issues. 

To establish or monitor programs which will benefit residents. For example, neighborhood watch, senior citizen phone-ins, community gardens and other beneficial, social or security programs. 

To assist other neighborhood groups in protecting their neighborhoods. 

To help form a coalition of homeowners associations to deal with collective problems. 

Encourage representatives from this neighborhood to be members of the local community council. 

To perform other functions consistent with the afore mentioned goals.

Del Paso Manor Homeowners Association Bylaws
Adopted February 17, 1982 

ARTICLE I - NAME 
The name of this organization shall be the Del Paso Manor Homeowners Association. 

ARTICLE II - BOUNDARIES 
The boundaries of this organization shall be those of the Del Paso Manor Subdivision, Sacramento County, California. 

ARTICLE III - BASIC POLICIES AND OBJECTIVES  Section 1: To maintain communication within the neighborhood on issues of concern such as: planning updates, rezoning proposals, community problems, variance requests, disposal of public property, traffic flow, safety, and other government actions which would affect the local residents. 

Section 2: To provide a forum for discussion of such issues and formulating plans of action to preserve the integrity of the neighborhood.

ARTICLE IV - MEMBERSHIP AND DUES  Section 1: Membership in this organization shall be open to all home owners and residents residing in Del Paso Manor Subdivision.
Section 2: Annual dues for membership in this organization shall be ten dollars ($10.00) per household, dues period to commence on February 17, 1982.
Section 3: No lists of members or officers shall be given, loaned, or sold for any purpose whatever. Section 4: Effective January 1, 2000, all businesses within the boundaries of Del Paso Manor are eligible to join the Del Paso Manor Homeowners Association. Annual dues for each business will be the same rate as that paid by each household. 

ARTICLE V - ACCOUNTS AND RECORDS  Section 1: Records shall be kept sufficient to establish all items of gross income, receipts and disbursements of the association; the number and names of members and the dues collected.
Section 2: Each officer and chairman shall keep written records pertaining to the office or chairmanship and, without delay, turn these records over to his/her successor on leaving office. 

ARTICLE VI - REPRESENTATION AND VOTING BODY  Section 1: The voting body shall be composed of all members in good standing.
Section 2: Only members in good standing shall be qualified to vote or hold office.
Section 3: Members in good standing are adult members of households for which dues have been paid for the current dues period. 

ARTICLE VII - OFFICERS AND BOARD OF DIRECTORS  Section 1: The officers of this association shall be members of the Board. There shall be a president, two vice-presidents, a recording secretary, a treasurer and a parliamentarian.
Section 2: The Board shall meet quarterly at least one month prior to the general membership meeting at a time and place selected by the Board.
Section 3: Four (4) Board Members shall constitute a quorum.
Section 4: The position held by any member who misses (3) consecutive Board meetings may be declared vacant by vote of the Board. 

ARTICLE VIII - DUTIES OF OFFICERS  Section 1: The president shall preside at all meetings of the association and of the Board; shall appoint chairmen of standing and special committees subject to approval of the Board; shall appoint all committees not otherwise specified; shall appoint the parliamentarian; shall be ex-officio a member of all committees but the nominating committee; and, with the treasurer or recording secretary shall sign all checks.
Section 2: The vice-presidents shall be sides to the president and, in the absence of the president shall, in their order, assume the duties of the president. The first vice-president shall serve as telephone committee chairman. The second vice-president shall be responsible for preparation and distribution of a newsletter to association members; shall handle all other publicity and shall act as historian for the association.
Section 3: The recording secretary shall keep an accurate record of all meetings of the association and the Board; shall be prepared to refer to minutes of previous meetings; shall prepare a summary of all unfinished business for the president; shall receive all written reports from officers and chairmen and file them with the second vice-president; and with the president or treasurer shall sign all checks.
Section 4: The treasurer shall receive all moneys of the association; shall deposit same in a bank approved by the Board; shall keep itemized accounts of all receipts and disbursements; with the president or recording secretary shall sign all checks; and shall present a written report of receipts and disbursements at each meeting of the association and the Board.
Section 5: The parliamentarian shall be appointed by the president; shall act as advisor to the president when requested to do so and shall serve as chairman of the bylaw committee. He/she shall call the first meeting of the nominating committee to instruct it in its duties and preside until a chairman is elected, after which he/she shall withdraw unless an elected member of the committee. 

ARTICLE IX - NOMINATIONS AND ELECTIONS  Section 1: A nominating committee of five (5) members shall be elected at the February association meeting. It shall serve until its report is presented to the association at the election meeting.
Section 2: The report of the nominating committee shall be distributed to all members prior to the election meeting. Nominations shall be called for from the floor at the election meeting. Nominees must be present or have given written consent to having their names placed in nomination.
Section 3: Officers shall assume their duties at the close of the election meeting and shall serve for a period of one year. 

ARTICLE X - MEETINGS  Section 1: Regular association meetings shall be held at least quarterly, or as needed.
Section 2: The Spring association meeting shall be the election meeting.
Section 3: Thirty (30) voting members shall constitute a quorum. 

ARTICLE XI - AMENDMENTS AND AUTHORITY  Section 1: These bylaws may be amended by a two-thirds vote of the members at an association meeting provided a copy of amendments have been provided the members in writing prior to the meeting.
Section 2: When not in conflict with these bylaws, Roberts Rules of Order, Revised, shall be used as parliamentary authority for the Association and the Board. 11/7/01
